The Renewable Nations Institute (Institute), a Vermont-based nonprofit, tax-exempt 501(c)(3) corporation, is seeking "Letters of Interest" from prospective consortium members — higher education institutions (HEIs), community-based organizations (CBOs), and multi-sectoral collaborators — to advance the Environmental and Climate Justice goals of U.S. Environmental Protection Agency (EPA) Greenhouse Gas Reduction Fund (GGRF) of the Biden Administration in compliance with Section 134 (42 USC § 7434) of the Clean Air Act, as was formerly amended by the Inflation Reduction Act of 2022 (IRA).
The "One Big Beautiful Bill Act," signed into law by President Trump on July 4, 2025, has rescinded critical elements of the Inflation Reduction Act of 2022, as detailed in the following Committee Print: Title IV-Energy and Commerce, Subtitle A-Energy, Sec.41001. Recessions Relating to Certain Inflation Reduction Act Programs. Nonetheless, a majority of GGRF stakeholders are continuing their Greenhouse Gas Reductions Programs (GGRPs). 
The proposed Consortium, operating as a Low-profit Limited Liability Company -- the Renewable Nations L3C -- will establish a National Greenhouse Gas Reduction Support Center (Support Center) to aid GGRF stakeholders under a public-private-partnership model to achieve the following finance goals: ​
  • to fund the $14 billion for National Clean Investment Fund (NCIF);
  • to fund the $6 billion for Clean Communities Investment Accelerator (CCIA);
  • to fund the $7 billion for Solar for All program.
The Support Center will enroll a cohort of paid Work-Learning-Service interns from collaborating higher education institutions (HEIs) to provide technical assistance for GGRF stakeholders, as follows: 
  • help states, territories, tribal governments, municipalities, community lenders, nonprofit organizations, and energy consumers to accelerate the adoption of energy efficiency and renewable energy (EERE) technologies in low-income and disadvantaged communities,
  • leverage private capital, and other forms of financial assistance for the rapid deployment of low- and zero-emission products, technologies, and services; 
  • invest in or finance projects alone or in conjunction with other investors.
We look forward to your institution joining us in this critical endeavor. Together we can make a significant contribution to the reduce emissions 50 to 52 percent below 2005 levels in 2030 and achieve net-zero emissions by no later than 2050, while providing thousands of students across the nation with a Work-Learning-Service internship that can help launch a high-paying career in the clean energy industry. ​
